As the national capital, the District of Columbia is a federal district under the direct jurisdiction of the United States Congress. Statehood would grant the District voting representation in the Congress and full control over local affairs. For most of the modern statehood movement, the new state's name would have been "New Columbia"; however, the D.C. City Council changed the proposed name to "State of Washington, D.C." in October 2016, in which "D.C." would stand for "Douglass Commonwealth", a reference to abolitionist Frederick Douglass. * Statehood for the District, which is also known as Washington, D.C., might be achieved by an act of Congress, under the power granted to Congress by the United States Constitution to admit new states to the Union (Article IV, Section 3, Clause 1).
